[Bug 16771] New: Unable to scan using ICMP with SoftPerfect Network Scanner

When trying to scan with SoftPerfect Network Scanner wine says: "WARNING:
Trying to use ICMP (network ping) will fail unless running as root" and then
the program does nothing.
If run as root the message goes away but the scan still doesn't do anything.

ICMP is the default scan mode. It can be changed in Options->Program
Options->Method.

Wine can't change default Linux restrictions. Creation of raw sockets is
prohibited for regular users on *NIX systems.
