Do not run Wine as root: http://wiki.winehq.org/FAQ/#head-96bebfa287b4288974de0df23351f278b0d41014
Remove your existing .wine installation in your /home, and start winecfg as a normal user. Does the problem still occur?
Deleted old .wine dir and re-ran winecfg as ordinary user and preoblem is gone.
