with wine 9.5 
install works with : 

unzip MP721_full.zip in ~/mp721
cd ~/mp721 
WINEDLLOVERRIDES="ole32,oleaut32,rpcrt4=n" wine setup.exe

program run with :
cd ~/.wine/drive_c/Program Files/Microchip/MPLAB IDE/Core
WINEDLLOVERRIDES="ole32=n" wine MPLAB.exe
