This is almost an exact copy of bug 59147, but it's about a different commit. I
anticipate the fix will probably look similar, but not quite the same, so I'm
filing it as a separate patch.

This was found and bisected by Henri. I actually can't reproduce it, but I'm
reporting this for Henri since he's out.

The crux of the matter is we're doing more GL flushes than we used to, which is
not free.

Tested with rthdribl, but probably affects pretty much any d3d application.

This might not be the same commit, but I think this is pretty much the same
bug. The issue is that with offscreen rendering we call glFinish before
presenting, and we're also presenting a bit too often since these changes.
