But the locale was set properly already. In my case, my LC_CTYPE=zh_CN.gbk. And
people tried all sort of thing to fix the problem since 0.9.47 including change
locales. So there are font loading bug upper level.

beside, the problem shows up since wine 0.9.47. The WineEngCreateFontInstance
was first implemented in that version. In 0.9.46, the function was just a stub
and the problem did not show up.
