When i press activate now over the internet in EXCEL 2003 I get a dialog box
saying communications failed.

hack to allow internet activation

The problem is due to INTERNET_OPTION_SECURITY_FLAGS being a stub, this hack
allows Microsoft Office to be activated via the internet and it succeeds,
though someone more familiar with wininet will need to implement this properly.
