Enabling 3d acceleration in the game's configuration utility seems to fix the problem.
Confirming that this works for me. Use the OpenGL DirectDrawRenderer, then launch BGConfig.exe to turn on 3D. I could not turn on 3D using the configuration screen in the game. See discussion in bug #5535. If it is indeed the same problem, Stefan has a theory about the cause (see comment 74):
Yes. I think the problem is that wined3d can't read the color keyed surface contents back. The game backs up the old content of the backbuffer before it draws a sprite, and when it moves the sprite it draws the old contents back rather than redrawing everything.

Both gdi and opengl seems to work in windowed mode in wine 1.5.9. gdi in fullscreen mode causes a segfault for me, but I suspect that's out of scope for this bug report.
gdi is deprecated.
