Update to Wine 1.9.21 as this very issue you are reporting was fixed in Wine
1.9.16.

I already added the ucrtbase to the wine prefix list and I'm still getting this
error so it didn't fix it on my machine hence why I reposted.

I'd recommend updating to the latest version of Wine and trying again from a
clean prefix because your initial backtrace is an exact duplicate of the issue
I listed :)
