[Bug 3096] winecfg will not save drive configuration

Confirming in CVS.
Starting with clean ~/.wine
$ wine winecfg

On the Drives tab, use the combo box to change Z: from "Local hard disk".
Unfortunately the Apply button stays disabled, so press OK.

$ wine winecfg

Z: is still a "Local hard disk".

Same thing if you create a new disk D:
