[Bug 416] - Missings exports in winsocks

Both APIs are Microsoft-specific extensions to Winsock 1.1 listed as being
defined in nsapi.h.  Currently, no function prototypes are defined in this
header in Wine.  Both functions are now obselete, and only ever appear in NT 
GetTypeByNameW and SetServiceW also need implementing, and then need to be
called from the ASCII versions.
