Unsure currently how to bisect this, as I have never bisected a wow64 compile before.

I'm always able to see in the "Flashout3D-EE Configuration" dialog on startup a complete list of display resolutions. I tested the game in an X11-only session and also with it running under XWayland. If I understood your comment correctly, your issue can be reproduced in wine-9.6 with a clean 64-bit prefix and it does not occur in wine-9.5 with that same prefix architecture. Would you be able to perform a regression test to track down the issue in your environment?
