TZ=Europe/Moscow wine notepad (press F5) reproduces the bug also

Let it be also a feature request, timezone CHANGEABLE via config.

Yes, that's because the registry timezone info needs an update.
To clarify things: first timezone name with appropriate properties gets picked up from the registry, and there is no guarantee that the selected name will match the real location.
