[Bug 9221] Force Feedback doesn't work but does after little source modification

I tried to reproduce this bug with a very minimal virtual FF joystick (2 axes
and 1 button), and force feedback works in wine-1.7.11-206-g82b3813
(I'm not saying that it works perfectly, but the force along the X axis seems
to work, see attachment)
