This hasn't been fixed, still present in current git:

wine cmd
CMD Version 0.9.59

Z:\home\louis>echo %USERNAME%
louis                                               (that's ok)
Z:\home\louis>echo %ALLUSERSPROFILE%
%ALLUSERSPROFILE%                                   (that's not ok->not fixed)
