I ran "wine control" and double clicked "Add/Remove Programs, and it opened the window. Is that what you mean? Because if so, it works for me.
Did you already try a clean WINEPREFIX, aka .wine folder?

It looks to be working on my end; I use slightly patched/modified wine-staging 7rc6 version
