I had a look into the source of WineHQs Bugzilla in git and there is a complete folder missing. This folder is located either in '/docs/en/' or in '/docs/'. Someone with administrative right to the winHQ server will have to upload them to docs/en/html or docs/html depends of your servers setting. Cheers!
