I have program responsa version 14 that is designed to work on Windows 2000,XP
or Vista (e.g. specifying Windows98 in winecfg does not work):

When I try to start it, there is following error message, after which the
program terminates:
This program requires a local administrator privilege, Status 3

How can that be solved?

wine version: 1.1.11~winehq0~ubuntu~8.10-0ubuntu1 (latests from
http://wine.budgetdedicated.com/apt apt repository).
ubuntu: interpid ibex 8.10 i386 Desktop.

The wine does not print anything onto terminal.

Apparently this particular application uses different method for detecting
whether the user has Administrator privileges, as there was no
"FIXME:CheckTokenMembership" line printed during execution.

Just in case I applied the patch, compiled and installed wine 1.1.11 with the
same [predictable] result.

then run your app like:

WINEDEBUG=+relay,+seh,+tid wine app_name.exe &>/tmp/log

and attacht the bzipped2 file /tmp/log to this bug (and of course replace
"app_name.exe" above with the name of the app you try to tun)

A bit difficult to guess exactly from your log what the cause of this bug is,
but
are you running this app from a CD-ROM? As far as I can see, the app tries to
open a file from the cd-rom drive (d:) and then fails.
