The app should include it. Use winetricks vcrun6 to fix this. After that, requires gecko. Still a problem in today's Git (wine-1.1.7-221-gcefa1e8).
Same in wine-1.2-rc2-111-g9aa9a12. There is slight "freeze" for 3-5 seconds on the very first run, when it checks for cygwin runtime. This is by design (tm) :) Besides that the app works fine here.
