[Bug 3923] Steam backups only work from steam directory

Just did a test on:
$ uname -a
Linux agamemnon 2.6.22-14-generic #1 SMP Tue Dec 18 08:02:57 UTC 2007 i686
GNU/Linux
$ wine --version
wine-0.9.47

And it seems to be working here. But I haven't tried totally removing Steam and
then restoring, yet (sorry, this is all I have time for this morning.)
