In this case it is not a change of the icon itself (I don't know whether this works) but giving some additional textual information. Those are simply not implemented currently in the Mac driver. There's another form of text that can be associated with a notification icon: a tooltip, which appears when you hover the cursor over the icon. This is implemented but probably not what you're referring to. Can you clarify how this text should be shown? Here are images of what I mean. (Don't have any Windows machine for reference). You could customize the app icon in the dock, but not in the notification center. This means that the executable's info.plist must point to a valid icon. Plus, it's only available on 10.8.
