[Bug 5824] mdac-2.8 installer fails on first run

The bug is still present when running mdac 2.8 installer on vanilla
wine from git with no settings; dasetup.log still complains about missing
syssetup.dll.

I looked around for other reasons to implement syssetup.dll, and
was surprised to see that some people use it to change font size:
