Is it available for download?
Unfortunately I do not know of any download link. It was distributed by the US Naval Observatory via CD-ROMs in the 1990s. It currently seems to be discontinued or abandoned; I have emailed USNO and gotten no response. My understanding is that the software produced by the US Government authored by federal employees as part of their job is classified as public domain, but I may be mistaken.
