You obviously set the prefix to an existing prefix '~/.wine-wow' (there is no terminal message indicating prefix creation when you run 'winecfg'). Also setting WINEARCH on existing prefix is useless, you can't change the prefix to 32-bit _after_ it has been created. Please make yourself familiar what WINEPREFIX means and how it works. I have created the first clean new WINEPREFIX yesterday and try to repeat the same thing today. winecfg does not show anything because I have tried it yesterday on the same prefix. I understand that this page is not for end-user support. But googling and the link in the previous comment does not contain the same error I got.
