You're right, I also have that problem when an XBOX360 Controller is attached. It's not a WINE-Bug, it is because controller handling in GTA San Andreas is fucked up, it sets the LB or LT (i dont remember exactly which one) axis for the camera perspective, if you move that axis, you will recognize the camera doesn't spin anymore.
