I'm also seeing this as well and have tried a number of tricks to determine 
what's causing it.. 

while running mapsource under win98, it appears to be creating its own 
directory and files like this:

Directory of C:\WINDOWS\TEMP\MapSource

.              <DIR>        04-30-03 11:58p .
..             <DIR>        04-30-03 11:58p ..
MAPSOU~1 LOG           178  10-23-03  6:24p MapSource.log
