By any chance, don't you have mmdevapi set to disabled?
GTASA starts fine here, using wine-1.3.24-246-g5d22f3a. I can reproduce the reported error message only when mmdevapi=disabled.
How do I check? I meant in your winecfg libraries tab, isn't it set to disabled?

I guess this can be closed as invalid(?) now. Maybe this should be expected that GTASA can't find the audio card which it has saved into its settings and which has now disappeared (if i understand the commit correctly).
