After loading Agents of Mayhem, the menu will start at ~60fps, but then after a
few seconds, it reverts to ~2fps (with a frametime of ~300-400ms). The issue
happens with both DXVK and WineD3D.

The CPU usage isn't particularly high, and the audio plays fine without any
glitches (pops would usually happen for extremely low framerates when cpu or
gpu limited), which led me to believe it might have something to do with the
sleep time. Changing the graphical preset makes no difference, but uncapping
the frame limit (from 60fps to Uncapped), it immediately doubles the frametime
(~300-400 to ~600-700ms), and reverting it back to capped immediately reverts
the frametime back to ~300-400ms.

Disabling esync/fsync makes no difference.

I forgot to mention that when playing back an apitrace I recorded, there were
no performance issues (though they were present while recording), so this is
unlikely to be related to GPU usage.
