It was included in the Windows XP Service Pack 2 Support Tools. Steps to reproduce: 1. Create a 32-bit Wine bottle and set the Windows version to XP. 2. Run `wine WindowsXP-KB838079-SupportTools-ENU.exe`. 3. Run `wine 'C:\Program Files\Support Tools\netcap.exe'`.
