You need workaround for bug 37760 to reproduce. The app makes https requests, tries to authenticate with a server using X.509 certificates. MS .NET Framework has several "builtin" root certificates installed by default ... maybe Mono doesn't provide them? Yes, though personally I don't think it really matters in practice.
