[Bug 21468] New: Navicat windows 8.2 no UTF-8 support

On Insert or Update to DB on eg. text it gets cut off at those chars. Seems that it needs an Wine UTF-8 fix? Please don't make assumptions. Windows' unicode is ucs-2 not utf-8. If you trying to feed utf-8 encoded files as ASCII to any windows application it won't work. What exactly the problem? How to reproduce it?
