At this point the cursor moves to the center of the screen and will continue to warp back as you attempt to move it away. Using the native dinput.dll from my Windows XP partition (md5sum e028b7125b7b8da90f55b23fc6a20631), the cursor no longer experienced this bug, but was boxed in to a smaller section of the screen. It can also be set per application.
