Yep, that's a bug. The difficulty is that sending ARP requests (and getting their replies) requires root privilege in Linux, which is something we rather discourage with Wine.

That's what Juan's saying. It's technically a bug, and should be implemented. The problem is, if/when it's implemented, using it opens up a bunch of other issues, but that's not a wine problem, per se.
