Windows 7 environment is mandatory since Developer is deprecating Windows XP. For reference, bug 45667 was required for win7 support the last time I checked. You can try to apply the patch and see if it fixes the issue when running the game.
The patches attached to bug 45666 and bug 45667 don't seem to be sufficient for me.
