[Bug 9023] MS Office 2003 claims "not installed for this user"

Still present in wine 0.9.47. Interesting to note that Excel and Publisher both
launch fine, word and powerpoint give this error. Access refuses to launch, and
outlook requires IE (winetricks fakeie6 wasn't enough).
