Does "winetricks ie6" help? Works with "winetricks ie6" (don't know about original submitter though)

The bug was filed against display error in hh.exe. It's fixed now as well as navigating through the contents tab inside an application. The initial welcome screen it a different (probably hhctrl.ocx/itss) bug.
OK. Actually the OP's "The pwsafe.chm file index is displayed (by hh?), but the actual contents is blank" message made me think it happened from inside the program ("hh?") due to the quotation mark.
