The patch seems not to apply to CVS HEAD (taken from european CVS server):

(i386)master(a)capsaicin:~/src/wine/wine$ patch -p0 < ../DnsQueryConfig.patch
can't find file to patch at input line 8
Perhaps you used the wrong -p or --strip option?
