are you referring to "Microsoft File Transfer Manager" by any chance (download
tool for MSDN subscribers,
http://transfers.one.microsoft.com/ftm/default.aspx?target=install)?

I'm MSDN subscriber and had to use this crapware too.
If so i might help debugging the hell out of it.
