Hmm. I've seen bug triagers post that link a lot, but I've never visited it until now. I don't know if it used to be more useful, but it's currently terrible. You have to scroll up that page to get the list of the severity levels. The first thing you have to know is that the severity is considered across the whole Wine project. A "blocker" is a bug which blocks all progress on Wine development. "Critical" and "major" are for bugs which affect many applications. All installation went perfect, the mouse problem is still here after 5 years almost. Dragging does not update live, it even seems to have a big lag whenever it works, currently the UI is absolutely perfect, but can't do anything with the program as no drawing / dragging is possible.
