Reading the first comment:

[Software\\Microsoft\\Windows\\CurrentVersion\\Explorer\\Shell
Folders\\]"Programs"="c:\\windows\\Start Menu\\Programs"
 
to users.reg file in ~/.wine/ fixes the problem."
