This should be some shader problem, since bug isn't reproducible in DX8 mode. Not seeing this with Wine 1.0, Geforce 6200, and driver 169.12. What video card are you using, and where is the dynamic lighting option you speak of?
You haven't seen it, because you have too old video card. Geforce 6 series doesn't support HDR effects.
