Using a native urlmon gets past this.  Following this is the
WTSRegisterSessionNotification fixme, followed by the hang waiting for the
loader:

Pressing Ctrl-C leads to the unimplemented CertGetIntendedKeyUsage crash. 
Fortunately a stub gets past it.  I'll attach a patch for that in a sec.  Since
the hang requires native urlmon to get past, I'm changing the component to
urlmon.
