Curiously enough, I cannot reproduce the issue if I build wine myself. I can still reliable reproduce it with the Ubuntu packages from budgetdedicated.com.
Why not get the version from the synaptic package manager? This bug is likely already fixed. It works fine with wine 1.0.0.

Removing the directories in: .wine/drive_c/Program Files/Common Files/Install Shield/ allowed me to move past and the installer worked fine.
