On CS3, the error occurs with the OS dialog. (There's a button to select OS or Adobe dialog.) (And on wine, the Adobe dialog just silently doesn't respond to those URLs, doesn't even highlight the Open button.) I went to an open dialog box and pasted in http://www.winehq.org/images/winehq_logo_glass_sm.png and it opened up the image just fine.
