This isn't actually a NEW bug that breaks the HTML Help Workshop compiler, but
rather the simple fact, that Wine's implementation of "itss.dll" is incomplete.
If you use the native version instead of Wine's builtin (add an exception in
winecfg), this problem will not occur (then, of course, due to problems with
itircl.dll, the HTML Workshop will not work out of the box, I'm going to add an
entry to the Wine AppDB on how to get it working).

Anyway, this bug is worksforme.
