I am testing latest git version under kde3. Linux distribution is Gentoo. Ebuild used is the standard portage wine-9999. The problem shows like empty (invisible) application icon in tray. Mouse cursor does change to "standard" Windows pointer when I put "X Window" cursor to tray. Just reinstalled Steam in a clean wineprefix, the icon continues invisible and unclickable. I'd try to do a regression test but I can't remember when was the last working version. Recently, I've moved from open-source ati drivers to fglrx and that problem disappeared. I'll try to solve that and see if there is any change.
