I think it's a duplicate of bug #26605.
Still present in Wine 1.3.32. I agree that this one might be a dupe of bug #26605. Just like in case of 26605, I can only reproduce the issue in Playchess when the application is running in Wine's full screen mode. In virtual desktop mode the menu is shown correctly.
