You have to specify full _windows_ path to the Steam.exe
I'm getting exactly the same error when ran from command line on win2k:
c:
cd \
"Program Files/Steam/Steam.exe" - error
\Program Files\Steam\Steam.exe - error
c:\Program Files\Steam\Steam.exe - works.

On Wine:
cd ~/.wine/drive_c
wine Program\ Files/Steam/Steam.exe - error
wine '\Program Files\Steam\Steam.exe' - error
wine 'c:\Program Files\Steam\Steam.exe' - works
cd /tmp
wine 'c:\Program Files\Steam\Steam.exe' - works
