hBummer is assigned a pointer return from LoadCursorA. Because it transitively loads an icon with the LR_SHARED flag, it returns an object that has a reference count.
AFAIK it doesn't. It stays in memory until the module is unloaded (If i'm not mistaken there is no way to free an LR_SHARED resource anyway? DestroyCursor isn't allowed according to MSDN).
