[Bug 16095] New: Charset translation in standard output

This may be tested with country specific (Polish) RAR.EXE executables found in WinRar. Instead of native characters I see garbage. If it is not possible to detect charset for non-gui output, there could be a registry key for default charset. Windows has option to select default charset for non-unicode programs in Regional Settings, so I think this can be used.
