With today's git, we get further.  The problem is now
err:module:import_dll Library MSVCR80.dll (which is needed by L"C:\\Program
Files\\Microsoft Money 2007\\MNYCoreFiles\\UTLSRF07.DLL") not found
and a dialog saying "Setup was unable to install some of the
components needed to run Money."  Setup says it's complete, though.

In fact, the app does seem to be installed, but 
the installed app won't run.  I've filed that as bug 9012.
Assuming all files really were installed, the installer is now
down to cosmetic problems (EULA accept button not highlighted,
setup claims to have not installed all components).
I'll mark it fixed for now, we can reopen if somebody
shows the installer didn't install everything.
